Study to Boost Small Business Participation across DoD
PME partnered with ASR Analytics, LLC in a department-wide study for the Department of Defense, sponsored by the Office of Small Business Programs (OSBP). The Federal Acquisition Regulation (FAR) requires that all Federal agencies publish a long range acquisition forecast for anticipated procurements. The objective of this study was to assess to what extent DoD is complying with this requirement, evaluate the consistency of application across DoD major commands, and identify opportunities for improvement that may impact small business participation in DoD contracting actions.

Our team interviewed over a 100 key personnel across the major commands, conducted many facilitated sessions, surveyed the business community, interfaced with numerous stakeholders, and initiated an intensive data mining campaign into DoD’s vast information systems and the Federal Procurement Data System (FPDS).
The massive amount of quantitative and qualitative data was subjected to statistical validation and analysis, and compiled to derive a variety of conclusions and recommendations touching on policy changes, process improvements, enhancements in automation, better information sharing and improved validation of data. When changes are implemented, a projected net value of over $25 million is anticipated and there is an expectation that small business participation will increase substantially.
